This page describes individual projects that are scheduled for implementation in each of the five years of the Short-Range Transit Plan (FY2009-2013), including improvements to current services and new service expansion.

FY2009

Improvements to Current Services

  • Capacity enhancement– Triangle Transit will enhance passenger capacity on our most popular routes as dictated by demand and within the constraints of our budgeted resources for bus operating hours in FY2009
  • Night service revision – Triangle Transit will return to providing hourly service on Routes 412, 413, 105, and Shuttle 747 on weekdays between 7:20 p.m. and approximately 11:00 p.m. and eliminate night Routes 470, 570, and 670. Triangle Transit implemented an overhaul of its night services in August 2007 in an attempt to streamline regional trips and eliminate transfers. Since the implementation of the overhaul, we have observed significant decreases in ridership and received numerous requests to return to the night service provided prior to August 2007.
  • Route 102 reroute and reschedule – Service on Route 102 (Raleigh – Garner) is currently provided on 55-minute headways during weekday peak morning and afternoon travel periods. We will revise the routing to provide more predictable headways by shortening the distance covered and providing better coverage within the Town of Garner.
  • RTP shuttles evaluation and identification of demonstration projects – Shuttle routes within the Research Triangle Park (RTP) are among the lowest performing routes in Triangle Transit’s system despite the large concentration of employment. We will work with the Research Triangle Park and RTP employers to generate innovative ideas for providing service within RTP and engage external resources to plan and implement pilot programs to determine the best way to improve regional access to RTP.
  • Coordinate with DATA TDP process – The Durham Area Transit Authority (DATA) will begin its Transit Development Plan (TDP) process in Fiscal Year 2009. Triangle Transit will participate in this planning process in an advisory capacity as requested by DATA administration and coordinate transit planning and provision to improve regional service quality and efficiency.
  • On-time performance – Triangle Transit will evaluate all routes for on-time performance issues and implement service changes that will help us move toward the goal for each route to achieve on-time status for 90% of its trips.
  • Route 420 schedule improvements – Route 420 (Hillsborough – Chapel Hill) operates on weekdays with an average headway of 76 minutes. We will work with Orange Public Transportation, the service operator, to revise the schedule to provide more consistent, predictable, and improved headways throughout the day.
  • Data collection process control – With the implementation of Automatic Passenger Counter (APC) technology on Triangle Transit’s fleet, we are now able to collect and analyze stop-level boarding and alighting data. We need to ensure this method of data collection has been calibrated correctly and is collecting accurate data by comparing data collected with manually counted data. Further, we need to compare the data collected by our fareboxes with manually- and APC-collected data. Using information collected during the evaluation of our various data sources, we will create written guidelines for a Boarding and Alighting Data Collection Process Control Procedure.
  • Passenger amenities – Triangle Transit will install bus stop amenities at several bus stops at which ten or more people, on average, board per day. Priority will be placed on the locations with the largest number of boardings. Specific improvements planned for FY2009 can be found in the Passenger Amenities section of the Capital Improvement Program.
  • Advanced technology – Triangle Transit will establish a demonstration program for wi-fi access on up to twenty vehicles in the fleet. We will also work with the City of Raleigh and Capital Area MPO to evaluate the feasibility of successfully implementing transit signal priority in the US 1 Corridor.

Expansion of Service

  • Wake Forest – Raleigh Express – Triangle Transit will implement hourly peak-period express service on weekdays between a park-and-ride location in Wake Forest, Triangle Town Center, and downtown Raleigh. Hourly mid-day service will be provided between Wake Forest and Triangle Town Center, where a connection to local Capital Area Transit (CAT) service is possible. The service will be operated in concert with a local circulator within the Town of Wake Forest and is the result of a partnership between Wake Forest, Raleigh, and Triangle Transit.
  • Wake Forest Loop (local service) – Triangle Transit has formed a partnership with the Town of Wake Forest to propose service to improve access to jobs, shopping, and other services around the town of Wake Forest. A timed transfer between this route and the proposed express route between Wake Forest and Raleigh will be provided throughout the day at the proposed Park and Ride location in downtown Wake Forest.
  • Participate in opening of Wake Tech – Raleigh route to general public – Discussions are underway between the City of Raleigh and Wake Technical Community College (Wake Tech) regarding CAT assuming responsibility for an existing transit service between the Wake Tech southern campus and downtown Raleigh, opening the service to the general public (it is currently provided by Wake Tech via a private contractor and available only to Wake Tech students and staff) in early Fiscal Year 2009. Triangle Transit will negotiate with both parties to maintain its interest in the establishment of a park-and-ride lot US 401 in the vicinity of Wake Tech, and in the eventual extension of service to Fuquay-Varina as a Triangle Transit regional express service.

FY2010

Improvements to Current Services

  • Increase frequency of Durham - Raleigh Express – Given adequate demand, Triangle Transit will increase the frequency on Route 600 Express service between Durham and Raleigh during weekday peak periods from 60 to 30 minute headways.
  • Route 301 eastern half (Cary – Raleigh) coordination – Triangle Transit will work with Cary Transit (C-Tran) and the City of Raleigh to coordinate the distribution of transit resources between Cary and Raleigh, with the goal of providing all-day service along the Chatham St/Hillsborough Rd/Western Blvd corridor between Cary Train Station and downtown Raleigh while continuing to provide peak period transit access and adding mid-day access to both Cary and Raleigh from the Maynard Rd/Walnut St/Buck Jones Rd geography. C-Tran currently serves this area all day (terminating at Crossroads Shopping Center) and Triangle Transit serves the area during peak periods only (terminating in downtown Raleigh).
  • Implement RTP demonstration projects – In coordination with the Research Triangle Park and RTP Employer partners, Triangle Transit will implement RTP demonstration projects to evaluate their effectiveness at improving transit access to employer sites within Research Triangle Park.
  • RDU service study – Triangle Transit will employ external resources to evaluate and make recommendations for improved regional transit access to RDU International Airport.
  • Passenger amenities – We will continue to plan and implement improvements to bus stop amenities using the allocated budget for bus stop amenities in Fiscal Year 2010. This will include the acquisition of park-and-ride spaces to feed the Eastern Wake Express bus service.
  • Advanced technology – Triangle Transit will deploy a real-time arrival passenger information system and coordinate it with existing systems in the region through the Call Center and web interfaces.
  • On-time performance – We will continue to evaluate and improve on-time performance so that all routes work toward the goal of 90% of trips achieving on-time status.

Expansion of New Service

  • Eastern Wake Express – In partnership with the Towns of Knightdale, Wendell, and Zebulon, and/or others, Triangle Transit will implement new express service that will provide hourly peak-period service from park-and-ride locations in Zebulon, Wendell, and Knightdale to downtown Raleigh.

FY2011

Improvements to Current Services

  • Route 301 western half reroute and coordination - Triangle Transit will revise the section of Route 301 between RTP and downtown Cary to travel via NC-54 with service to Perimeter Park. This service change is, in part, a response to the Special Transit Advisory Commission’s recommendation to implement enhanced transit services in the locations of future rail corridor alignments in order to garner transit ridership and support.
  • Sunday/Holiday service – Triangle Transit will implement Sunday service similar in nature to the Saturday service that we provide in Fiscal Year 2011. We will also implement Saturday service levels on two of the holidays on which we do not provide service: Good Friday and the Friday following Thanksgiving. We will also consider further whether to provide Saturday level service on Martin Luther King, Jr. Day.
  • Hillsborough Street coordination – Triangle Transit will work with the City of Raleigh and North Carolina State University Transportation, which operates the Wolfline Transit Service, to coordinate the distribution of transit resources along the Hillsborough Street corridor from downtown Raleigh to the NC State Fairgrounds/Carter Finley stadium area in order to provide high-frequency (15 minute headways or better) service in the corridor.
  • 15-501 corridor coordination – Triangle Transit will work with DATA, Chapel Hill Transit, and Duke Transit (operator of the Robertson Scholars Bus) to coordinate the distribution of transit resources along the US-15/US-501 corridor between Chapel Hill and Durham to reduce redundancy and provide better local and express service in the corridor.
  • Passenger amenities – We will continue to plan and implement improvements to bus stop amenities using the allocated budget for bus stop amenities in Fiscal Year 2011. This will include the acquisition of park-and-ride spaces to feed the Clayton – Garner - Raleigh Express, Pittsboro - UNC Express, and North Raleigh - RTP Express bus services.

Expansion of New Service

  • Clayton – Garner – Raleigh Express – In partnership with Clayton, Garner, and/or others, Triangle Transit will extend existing Route 102 (Raleigh - Garner), providing hourly peak period service from park-and-ride locations in Clayton and Garner to downtown Raleigh, with a potential extension to NC State University.
  • Pittsboro – UNC Express – In partnership with Pittsboro, Chatham County, Chapel Hill Transit, and UNC-Chapel Hill, Triangle Transit will lead in the implementation of hourly peak period service from a park-and-ride location in Pittsboro to UNC Hospitals, main campus, and downtown Chapel Hill.
  • North Raleigh – RTP Express – Triangle Transit’s current Route 201 serves an east-west swath of North Raleigh with frequent stops and travels to RTP via Glenwood Ave (US-70) and I-540 with limited stops. The North Raleigh-RTP Express service concept will divide Route 201 into two distinct routes, with one route serving the western portion of the North Raleigh service area similar to how it is currently provided and the second route serving the eastern portion of North Raleigh service area, traveling to RTP via I-540 with limited stops.
  • Increase frequency of Wake Forest Express – Given adequate demand, Triangle Transit will increase the frequency of Wake Forest Express service during weekday peak periods from hourly to 30-minute headways.

FY2012

Improvements to Current Services

  • Route 420 additional frequency – Given adequate demand, Triangle Transit will increase the frequency of Route 420 (Hillsborough - Chapel Hill) service during weekday peak periods to 30 minute headways.
  • Passenger amenities – We will continue to plan and implement improvements to bus stop amenities using the allocated budget for bus stop amenities in Fiscal Year 2012. This will include the acquisition of park-and-ride spaces to feed the Burlington - Duke/Durham Express and Person County - Duke/Durham Express bus services.

Expansion of New Service

  • Burlington – Duke/Durham Express – In partnership with Duke University and the communities between Burlington and Durham, Triangle Transit will implement hourly peak period service from park-and-ride locations in Burlington, Mebane, and Hillsborough to Duke Hospitals/University and downtown Durham.
  • Person County – Duke/Durham Express – In partnership with Duke University, Person and Durham Counties, and the City of Durham, Triangle Transit will implement hourly peak period service from park-and-ride locations off of US-501 near the Durham/Person County line and in north Durham to Durham Regional Hospital, Duke Hospitals/University, and downtown Durham.
  • Increase frequency of Eastern Wake Express - Given adequate demand, Triangle Transit will increase the frequency of the Eastern Wake Express bus service (Zebulon-Wendell-Knightdale-Raleigh) during weekday peak periods to from hourly to 30 minute headways.

FY2013

Improvements to Current Services

  • Passenger amenities – We will continue to plan and implement improvements to bus stop amenities using the allocated budget for bus stop amenities in Fiscal Year 2013. This will include the acquisition of park-and-ride spaces to feed the Holly Springs-NCSU/Raleigh Express bus service.

Expansion of New Service

  • Holly Springs – NCSU/Raleigh Express – In partnership with Apex, Holly Springs, and/or others, Triangle Transit will extend existing Route 305 (Apex-Raleigh) to Holly Springs, providing hourly peak period service from park-and-ride locations in Holly Springs, Apex, and southern Cary to NC State University and downtown Raleigh.
  • Raleigh – RDU Direct Service – In partnership with the City of Raleigh, RDU Airport Authority and/or others, Triangle Transit will implement service between downtown Raleigh and RDU Airport, also serving an existing or future park-and-ride facility in Wake County.
  • Increase frequency of Clayton – Garner – Raleigh Express – Given adequate demand, Triangle Transit will increase the frequency of the Clayton – Garner - Raleigh Express bus service during weekday peak periods from hourly to 30 minute headways.
  • Southern Wake Express – In partnership with the City of Raleigh, Wake Tech, and Fuquay-Varina, service between downtown Raleigh and Wake Tech will be extended to a park-and-ride location in Fuquay-Varina.
